In recent years, owners of residential rental units have come under increasing attack as being the sole cause of the rise in rental rates. While the cause is lack of supply, created by government actions such as CEQA, high permit fees, entitlement time, impact fees, and, foremost, zoning laws that restrict height & density. These attacks, by the legislature and by citizen initiatives, will only increase.
The legislature passed AB1482, creating a statewide rent cap. Culver City and Los Angeles County have made similar actions. The 2020 ballot will definitely have at least one major rent control initiative.
This panel, made up of California Apartment Association, Apartment Association of Greater LA, Minority Apartment Owners Association, and California Association of REALTORS, will provide some perspective on the current changes, and what is in store for apartment owners I the future.
